Housing, a fundamental human right, has in recent years been transformed into a luxury in Greece. The continuous rise in the cost of materials and labor, combined with tourism pressure and limited land availability, makes acquiring a home a dream for only a few.

In Chania, a city with strong tourism development and high demand, the problem is even more pronounced.

The aim of this article is to analyze the causes of this crisis and to propose sustainable solutions that can make housing more affordable, without compromising quality or sustainability.

THE REALITY OF THE NUMBERS

During the period 2024–2025, residential construction in Greece – and particularly in Chania – is facing significant pressure due to rising costs. According to ELSTAT, the prices of construction materials recorded an annual increase of 4.7%, while wages in the construction sector rose by 2.2%, leading to an overall increase in construction costs of 3.5% in the first quarter of 2025 alone.

In Chania, the situation is further aggravated by the shortage of skilled labor, high land prices due to limited availability, and tourism pressure, which increases demand for short-term rentals such as AirBnB, further reducing the supply of housing for permanent use.

THE SOCIAL DIMENSION OF HOUSING

Housing is not merely an investment product; it is a fundamental prerequisite for a dignified life. Today, young people and families struggle to acquire home ownership, while renting is becoming increasingly expensive.

The spread of short-term rentals has reduced the availability of long-term leases, leading to rising prices and growing social inequalities.

Housing risks losing its social character and being transformed exclusively into an investment tool.

PRACTICAL SOLUTIONS: FROM DESIGN TO CONSTRUCTION

Experience shows that the solution does not lie solely in cost reduction, but in smart design and effective project management.

Affordable construction begins with intelligent design, with architecture that emphasizes functionality over excess, proving that a home can be practical without unnecessary luxuries. A clear focus on the user’s available budget from the outset allows for the setting of priorities and the avoidance of unnecessary expenses.

At the same time, the use of local materials such as stone, wood, and clay reduces costs, supports the local economy, and adds authenticity to the final result.

Finally, proper site planning, with a well-organized sequence of tasks and the avoidance of delays, plays a decisive role in reducing losses and overall costs.

THE THREE PILLARS OF EFFECTIVE PROJECT PLANNING

Every project balances between three key factors: Time – Cost – Quality.

• For low-cost and high-quality construction, time must be reduced.
• For fast and high-quality construction, costs increase.
• For low-cost and fast construction, quality is compromised.

The challenge is to find the right balance, ensuring that quality is not sacrificed.

CONCLUSIONS

The solution is not to reduce quality, but to redefine our needs. Architecture, through proper and intelligent design, can offer solutions that are both affordable and sustainable.

Collaboration with experienced professionals, proper information, and social responsibility are key to making housing more accessible. Working with local knowledge and utilizing traditional materials can create homes that are not merely buildings, but living parts of the community.

Chania, with its rich heritage and strong tourism development, can become a model of smart and sustainable construction.
